Configuring Wireshark in promiscuous mode

When I look in PowerShell all my NICs are false and in non-promiscuous mode even if I in Wireshark tick the box in options and "Enable promiscuous mode on all interfaces". My question is then is Wireshark truly capturing all traffic on the network or not?

Did you check the status of the interfaces when wireshark was actually making a capture? The interfaces are only put in promiscuous mode during capture...

What do you mean by a NIC being False?

No, I did not check while capturing. That seems to settle the score, thanks.
What I meant by my NICs being false is that in PowerShell all my NICs was labelled under promiscuous mode false while not capturing traffic in Wireshark.
