Besides Windows 7 it would be a good idea to provide some more details on what you're working with, i.e. Wireshark version, WinPcap and or Npcap version, and since this is a capture related problem, have you researched the Npcap issue list and the Npcap release notes?

This is an issue with Npcap that many have seen; please report it on the Nmap issue list (Npcap doesn't have its own issue list).

I had same issue on Windows 10, I guess it could also happen on Windows 7. The fix is run wireshark as administrator.

Find wireshark application icon and right click it, then click "Run as administrator".

The "fix" is absolutely NOT to run Wireshark as Administrator unless you have decided to install npcap with the "Administrator only" option, in which case you will be all too aware that this is almost impossible to use due to the many UAC prompts. See the wiki page on Privilege Separation although somewhat out of date as it's so old, for a discussion on why we have designed Wireshark so that you do NOT need privileges to capture.

The fix is to correct your capture library installation, most likely on Windows these days down to an issue in npcap. See the other questions on this site that reference the very same issue.
