Error 995 Report

Error while capturing packets: PacketReceivePacket error: The I/O operation has been aborted because of either a thread exit or an application request. (995)

went to report bug wont let me I did not request thread exit please forward

That's probably bug 16329, which is probably Npcap issue #1903.
