This has been reported to the ops team.

Until it has been fixed try a mirror from the list on the downloads page.

Thank you for quick response. Most of the MIRRORS gave 403 Forbidden as well.

I just tried more of them and found one that does work: http://ftp.uni-kl.de/pub/wireshark/

Are there logs/notifications from Cloudflare when the end server is not available?
Got same message for bugs.wireshark.org last night.

From the Ops team:

Each of the download servers ({1.na,2.na,1.eu,1.as}.wireshark.org) is a caching proxy for https://www.wireshark.org/download/. www.wireshark.org is behind Cloudflare, so the path from the client to the file is:

client ↔︎ 1.na.dl ↔︎ Cloudflare ↔︎ www.wireshark.org

For some reason connections from the download servers to Cloudflare started failing at 15:42 UTC:

2019/11/21 15:42:25 [error] 1601#1601: *1 SSL_do_handshake() failed (SSL: error:14077410:SSL routines:SSL23_GET_SERVER_HELLO:sslv3 alert handshake failure) while SSL handshaking to upstream, client: 66.74.209.240, server: 1.na.dl.wireshark.org, request: "GET /win64/Wireshark-win64-3.0.6.exe HTTP/1.1", upstream: "https://104.26.11.240:443/download/wi...", host: "1.na.dl.wireshark.org" 2019/11/21 15:42:25 [warn] 1601#1601: *1 upstream server temporarily disabled while SSL handshaking to ... The issue should be resolved now, after a change by CloudFlare there was an impedance mismatch between CloudFlare and our web servers that has now been corrected.
