Cannot use Telephony via CMD

Is there any way to use Telephony-tools by menas of CMD in Windows?

For command line use (for all OS's) the Wireshark suite provides tshark. Within the tshark options, the -z option can output various forms of statistics, some of which relate to telephony protocols. See the tshark man page for more info.

Is there any specific telephony tool you were looking to use?

Yes, I explain: What I want to do is this: Telephony -> RTD -> Stream Analysis -> Save -> File Synchronized Fordward Audio -> Save as .raw-file

You're looking for a RTP recorder. Wireshark is a generic network analysis tool, which, as an assisting feature, has a (limited) RTP processing capability. Therefore it won't be particularly useful in the application you seek.
