TCP Zero Window after FIN,ACK

Is it normal after a FIN,ACK I see a Zero Window Packet

Example as below

I see this constantly in a capture. FIN followed by Zero Window

Is it after every FIN or just the ones flagged as a retransmission?

The above capture occurs constantly - after FIN,ACK a re transmissions then a Zero Window

Is this application related rather than network.
