I’m using windows 10 and the latest version on wire shark website windows x64 installer 4.2.1

Windows 8.1 is out of support, you'll need to use a 4.0.x version of Wireshark. Look at the "Old Stable Release" item on the download page.

See the Wireshark End of Support list for more info on supported versions.

Try version 4.2.2 as it fixes a number of issues with the installer.

The installer issues won't fix using Win 8.1 as the OS.
