Connected to two networks by WiFi, one local and one VPN. Can wireshark just scan the VPN network?

Wireshark doesn't scan networks, it can capture packets on interfaces as long as there's a capture interface that can be enumerated. If your VPN interface is represented as a network interface in your OS you can select that for capture.
