Wireshark manufacturer database on gitlab is broken

The manuf file has been removed in master as of commit 131b1e42, which replaces it with built-in static arrays in order to speed up Wireshark's start time.

The OUI Lookup Tool page should be updated to either reference the manuf file from the 4.0 branch for now, to no longer reference it at all, or some other fix should be provided.

A Wireshark Issue should probably be opened to track this.

The output of tshark -G manuffrom the master branch is now periodically copied to https://www.wireshark.org/download/au.... I've updated the OUI lookup page to point to that URL.
