Network security failures when Steam tries to connect to a server

I am attaching packet log where Steam is some how trying to connect to a server for one of the gaming clients, and something happens no matter what I do with firewall, network security causing a failure at the start EVERY TIME. That said if you have adept to master reading of Wireshark Log and process explanation of that is possible PLEASE thanks in advance...

Thats the point where it fails. Notice "Unknown Event Code"
