Need help: Connection timed out [IP: 185.125.190.52 80]

I am trying to install tshark and facing connection timed out issues.

apt install tshark

That is a connectivity issue between you and Ubuntu Launchpad. This infrastructure is outside the realm of the Wireshark project.

You could try and browse to the URL and see what happens if you try to download the packages this way.
