This is probably Wireshark issue 17506, which is due to a bug in Microsoft's installer for the Visual C runtime ("VCRuntime").

MS unfortunately produced a broken VC Redist installer that was included with Wireshark 3.4.6 & 7, see the GitLab issue vcruntime140_1.dll deleted on Wireshark update/install.

You can either install a pre-release version of Wireshark 3.4.8 from the automated builds area, or obtain the latest vcredist and install that (might need to use the /repair option).
