No - the last 2.6.x release was 2.6.20.

There can be, although they serve no further purpose. Remember, a release is defined by its git tag, not the branch head. It's a policy decision not to make further releases from a branch (not setting further tags and processing the files on those tags), not a technical change to the branch itself.
