Determination of IP address location?

How have others found determining the IP address location to be objectively determined? I am aware for forensic purposes the MAC address is usually needed, however, given that sometimes the MAC address is not ascertained, is there a way the IP address may provide information regarding the location? Also, considering the cyber criminal usually changes IP addresses constantly, is there a way of tracing the different IP addresses a cyber criminal may use to one location of origination?

I assume your question is about Public IP addresses. It only identifies the ISP. Your ISP would route the packet to the other ISP, then the other ISP will route the packet to its destination. MAC address is not guarantee because it can be spoofed. There is not one answer to your Cybercriminal question because they use different methods.
