How do I fix this helper program for basic admin tool?
Whenever I try launching my Wireshark it keeps asking me to allow helper program for basic admin tool and when I press Yes it just keeps popping up. How do I fix this?

This sound totally unfamiliar, so please post a screenshot or two somewhere on an image or file sharing site and add links to them to your question.
If this is on Windows with Npcap, that might be the UAC popup; if Npcap is installed in "require Administrator privileges", programs not run with Administrator privileges can't open devices for sniffing, so they have to run a helper to open the device and hand a handle back to the program. See bug 15082.
