I have the same problem on Windows and it seemed to effect another version I have 2.6.2 which used to work. A third version 1.12.13 seems to work fine. I've deleted all versions and reinstalled 2.6.2 and it's still grayed out.

Do you have a capture file opened and TCP packets in the capture?

I've tested a little on 3.0.3 (the current Wireshark version) and you must select a TCP packet before the stream graphs are enabled.

That was in fact the problem. A TCP packet was not selected. In version 1 of Wireshark it seems like it automatically selects a TCP packet.
