No, this is a broadcast message (on the network, not tv). Like saying "I am here".

Does this show a user name log in for community.netgear.com?

CNAME means "canonical name". So community.netgear.com is an alias, of a host name or server name, and to get the IP-address this name needs to be resolved. This is used as a load balancing mechanism.
