On Windows Wireshark uses the tool WinSparkle. It is this tool that launches MS Internet Explorer when you click on a link in the 'release notes'

This is already an open issue: https://github.com/vslavik/winsparkle/issues/227

As soon a fix is available it can be updated in Wireshark also. Therefor I opened an issue at: https://gitlab.com/wireshark/wireshark/-/issues/18488
