This is an issue with your distribution and its packaging of Wireshark and not anything that the Wireshark project itself can solve.
Note there is no 21.04 version of Ubuntu, see the list of available versions here.
Using the Ubuntu Package Search page you can search for all tshark packages and then choose the most appropriate for your needs.
If you require a specific version of tshark that doesn't have a standard package then you will have to build it yourself.
