If by "USB to Ethernet adapters" you mean "USB Ethernet adapters", i.e. Ethernet adapters that are not built into the machine's motherboard and that are not on, for example, a PCI card, but that plug into a USB port on the host, then, yes - neither Wireshark/tcpdump/any other packet sniffer or libpcap/WinPcap/Npcap nor the capture mechanism those use know or care how it's attached to the host.
