While you almost certainly download some version of Wireshark, being able to run it is another matter entirely. I'm not aware of any builds of Wireshark specifically for Chrome OS. Given that Chrome OS apparently has support for running Linux apps, then you might be able to install the Linux support and then use that to install the Debian Wireshark package.

This article from the CloudShark folks has info about creating a packet capture on Chrome OS that could then be copied to another machine running an OS that supports Wireshark.
