(Not an answer but rather than burying in comments)
To recreate (or a close facsimile thereof) on Win10:

  1. Change "Scale and layout" to 125%
  2. Open Wireshark
  3. Change "Scale and layout" back to 100%
  4. Select a packet to force redraw of packet bytes
